Chief Executive Officer
Mr. Popescu is a devoted and energetic leader with a passion for aviation, technology, and business ventures. After graduating from Cal State San Bernardino with a BA in Business Administration he has established a strong track record of achievements as a public official while serving on city council and multiple boards. He has been successful in the private sector as an advisor to CEOs and business affairs liaison for an aerospace company.

Ovi as Chair of the Inland Valley Development Agency Board has been instrumental in garnering and focusing economic, fiscal, business, and community input and interests throughout his service, while enhancing a public-private partnership with Hillwood Development (a Perot company) that has brought nationally recognized firms such as Kohl's, Mattel, Pep Boys, Stater Bros. Markets, Pepsi Co., Unical Aviation, Amazon.com, Trader Joe's, UPS and FedEx, and most recently the Amazon Air Regional Air Hub to the former Norton Air Force Base.
Mr. Popescu was instrumental in developing the policies leading to an excess of $1.7 Billion of private investment to the area and the issuance of the $240 million IVDA Tax Allocation Refunding Bonds He has tirelessly represented the interests of citizens, taxpayers, companies, and agencies in the region and has had the vision to foresee the development and economic potential of the Airport through strong support of capital improvements, including the completion of over $280 million in public infrastructure and roadway upgrades - establishing opportunities for expanded aviation and foreign trade facilities. His extensive international travel and marketing efforts has resulted in execution of agreements with the U.S. Commercial Service, the UAE Government and Jetex.
His leadership, oversight, and hands on management style have been instrumental in redeveloping Norton Air Force Base from a $1 billion valuation to over $ 8 billion today. His many years of experience in the private sector enables him to manage multiple projects, strategic initiatives and execute complex commercial ventures.
Phil Hodge
Vice President of Technical and Strategic Organizational Management
Phil is a seasoned corporate senior management executive with a rich technical background. Having degrees in Physics and Economics, he has led both medium and large Fortune 500 scale enterprises. His background ranges from leading organizations to supplying solutions to the military, aeronautical, aerospace, medical and chemical industries. His experience has ranged from supporting start-ups as the COO to running and growing mature ventures.
He has been intimately involved in negotiating entity sales to public companies as well as raising funds for new ventures. He has worked with numerous companies such as Northrup, Motorola, Intel, National Semi-Conductor, Teledyne, Dow Chemical, Beckman Instruments and many others.

Phil has authored business development courses aimed at strengthening organizational performance in areas such as Strategic Planning and Implementation, Building High Performance Teams, Building Predictability through Systems and many other relevant business growth essentials such as Business Planning, Financial Management and more.
He has a broad ranging experience in the electronics, chemical, manufacturing, medical and aeronautics industries.
He has obtained numerous assessments and certifications such as Risk Assessment, EOS Tools and Business Direction Interview Techniques.
For over fifteen years Phil has grown a non-profit, CAREForce,that has created teaching content used by many organizations nationally and worldwide; for first responders in diverse fields and under various stress filled conditions.

Chris Reth
Senior Vice President of Aviation and Flight Engineering
Chris Reth is a professional corporate pilot and A/P Mechanic. He has over 22 years of flight experience with thousands of hours behind the cockpit. As a successful aviation business owner he has negotiated and provided multiple aerospace services to corporations and governments. In his role as chief pilot he has provided professional consulting to CEOs, flight departments, and MROs in complex aviation transactions and mechanical services. As an international pilot he has flown throughout North America, the Pacific Islands, Europe, and South America. His extensive flight history working for Part 91 and Part 135 operators has won him awards for best employee and praise from fellow pilots. His dedication to safety and the organizations he has served are qualities that Galleon Global Group values and promotes. Chris has proven himself as a trusted partner, leader, and a wonderful human by dedicating time and energy towards many endeavors.
